Business Partner & Technical Project Manager – Site Construction – UMTS/LTE/NSB

 

Managed all aspects of field construction activities for Line and Antenna (L&A) work, for scope of upgrades, LTE overlay, and complete New Site Built (NSB) for AT&T, and Sprint. Responsibilities included:

·   Project costing, bidding, internal budgeting.

·   Creating execution plan.

·   Review Construction Drawings (CDs) and Radio Frequency Design Sheets (RFDS) to understand the scope of work and applicable deliverables.

at&t Mobility – AL / MS / LA (Consultant)July 2011 – August 2013

Technical Project Manager – UMTS network Pre/Post Launch

 

Managed and delivered turnkey UMTS multi-Carrier (1^st – 5^th Carrier) project, while prepping for upcoming LTE. The work area was for the entire states of Alabama, Mississippi, and Louisiana for 2000+ Carriers expansion and overlay till then. I was also serving as primary POC to the Market for coordination and communication between the markets’s various vendors, and our onsite and remote teams, which was the key factor in achieving success in this project whose scope of work included the following:

·   RND-CIQ – Managed dedicated resources for creation of RND-CIQ, while planning work in way such that the RND-CIQ are ready for scripting 60 days in advance.

·   MSCDT – (for Louisiana Only) Managed information flow from RND-CIQ resource to dedicated MSCDT resource, and ATT Design Engineer to file for MSC / TND builds in a timely manner.

·   Alarm Monitoring / Clearing – Track turf work completions, and integrations. Once completed, managed the alarm lists, and tracked issues. With the help of dedicated UTRAN engineer determined if issue could be resolved remotely, if not then schedule for dispatch of vendors, respective of the issue.

·   Pre Drive Parameter Audits and Neighbor Builds – While sites are in alarm clearing, engage engineers to audit the built and function parameters to be at at&t Gold standards, check and built for missing neighbors, make sure market/carrier based layer management strategy is employed, and the sites are prepped for drive test.

·   Drive Test Activity – Managed assets and resources for Drive test purposes (Tool used – TEMS). Forecasting work volume and assuring resources are in place to handle the work load.

·   Post Processing Activity (remote team) – Made sure that the remote post processing team is ready, and delivering reports as planned (Tools used: Actix / MapInfo), and provide forecasts to make sure resources are available to handle work load. (General target is to have a 24 hrs turnaround time between drive and report submission).

·   Post Launch Tuning – Upon successful completion of all alarm clearing, pre-launch tuning, and National / Local Market’s acceptance of site; coordinated final checks to OTA sites. Once the sites are on air initiate post launch tuning and monitoring until KPI targets are achieved.

Project Manager with multi-tier responsibility of the project.  Assess, evaluate, and strategize, to achieve the required objectives; all the while, working with different project groups & vendors with varied but inter-dependant actions and consequences.

·   Project Summary:

o   Approx. 3400 budgeted action items need to be executed for 2011, plus approx 250 action items carry over from previous year. Action items included: GSM - dual banding, band swap, spectrum carves/de-grow. UMTS – carrier add, LTE deployment, Antenna swaps, and NSB.

o   My role revolved around the design to practical translation aspect of this project, and support upon completion.

·   Worked with Ericsson engineers in setup of drive test procedures, logistics, and equipment setup and testing to tackle the various logistical issues ranging from: Traffic; collection time bench mark; Loss of GPS due to obstruction (install and test DR system); Testing beta version of TEMS (TEMS 7.0 T-Mobile Edition, TEMS 8.0), new scanner. Testing prototype UE’s on 1700 and 2100 band.
